Optimal method for including JSTL dependencies

Question: I attempted to convert a non-maven project to a maven project and resolved it by excluding jstl and servlet-api from the pom.xml file. Additionally, I replaced the taglib with a different version and modified the web.xml file accordingly.
Question: Is it not possible to use Jstl in a simple Maven project?
